What the picture shows

A pixel-art style cartoon of a red-capped, mustachioed man in red and blue clothing waving with one white-gloved hand while peeking over a green and white striped block, with a wide open-mouthed smile and bright blue eyes. Chatters most likely use it as a friendly greeting or hello reaction when someone joins the stream or chat.
