What we do know: A cartoonish, exaggerated close-up of a face with squeezed-shut eyes, a wide open wailing mouth, flushed red cheeks, and bright blue tears streaming down, drawn in a flat meme-like style. Chatters most likely use it to express exaggerated sadness, crying, or mock despair in response to something unfortunate or funny.
