What we do know: A round, bright yellow blob-like creature with two small black dot eyes, a tiny triangular open mouth, and short stubby arms raised up on either side, drawn in a simple cartoon style. Chatters most likely use it to express excitement, cheering, or a happy celebratory reaction.
