What we do know: A close-up of a person's face partially covered by a green hood with large cartoonish white-and-black eyes drawn on it, while the visible human eyes stare flatly forward and a solid blue block covers the lower part of the image. Chatters would likely use this to convey a deadpan, intense, or suspicious stare in response to something odd or awkward.
